The disarmament chair is run by alphabetical list, the human rights position is by vote. Iraq recently announced that they are going to pass on the disarmament position so that's now going to Ireland. Libya got the vote by swinging a lot of African countries to their side. Though our headlines don't say much about him these days, Mr. Q. has been very busy "relationship-building" with little despots all over that continent, whilst we've fumbled and stumbled. That's going to bite us a few years down the road.
