Which government are you talking about, the one under the Shah?

You can't make prudent policy on the basis of whether or not you like a particular government. It's none of your business, unless you live in that particular country. The only thing you or anyone else can do as an outsider is work WITH the country. Confrontation is always more expensive, and not necessarily as productive. Seems like the U.S. follows a policy of working WITH many countries, including China, which is also a repressive regime, but I haven't heard any fulminations lately on regime change there.
