Yes, Carter was the last President who made any attempt at Energy Independance. He was also the last President to even give lip service to the idea that our foreign policy should support the ideals in the Declaration of Independance.

And Wilson was the last President who gave more than lip service, to those ideals. It's been a long, long time, since our actions matched our words. Since the late 1800s, it's been: "The business of America is business", and "the State Dept. pays attention only when white skin or oil are involved."

Then again, maybe the NeoCons do have a policy for meeting our energy needs from domestic sources: annex Iraq.
