No. Not only did the Shah of Iran modernize Iran, and it's military, but he brought tremendous reforms to Iran, implementing improvements for the general masses and in social justice. The quality of life for most Iranians improved dramatically under the Shah.

The Shah has gotten a bad rap, both from the religious fanatics who took over the country and destroyed a lot of the Shah's reforms, and from our government, who didn't want President Carter to look too stupid, when he caused the overthrow of the Shah, resulting in the takeover of Iran by religious extremists and terrorists.

A lot of America's problems were caused by the mismanagement, naivety and religious dogma of Carter.
