Prior to the sanctions? There would not be sanctions on Iraq if Saddam would destroy his weapons of mass destruction, and stop supporting terrorist groups. The Shah was making life much better for the Iranian people. Saddam makes life miserable for the Iraqi people.

You can't be blind and compare Saddam and the Shah without looking at each situation.

You are can claim any halfbrained scheme you want to. Doesn't make it true.

He murders and rapes liberal, moderate, conservative or extreme among his population. The benevolent Shah allowed religious minorities to freely practice their religion. What does Saddam do to minorities? Ask the Kurds.

President Carter allowed Iran to fall to the terrorists, he crippled the CIA and he gave away America's Panama canal, among other Carter disasters. He is a fool, imho, and many in the world loves fools, so he is popular.
