You have to remember, in 1938 and 1939 he was claiming that Germany wasn't violating the Treaty of Versailles and wasn't rearming; the Krupp factory was just turning out tractors that happened to look like tanks and irrigation nozzles that just happened to look like artillery pieces. But those didn't constitute violations.
