Well, there's the rub, isn't it? From a humanitarian perspective, what is an adequate trigger for intervention? The active ethnic slaughter in Rwanda? The cultural and religious-based cleansing of Kosovo? Or the more passive destruction of a generation by Saddam's pathological megalomania and neglect?

I suspect anyone trying to answer that question would find that strict party lines just don't hold up.
