Kubota only needs to register with SEC before they sell. They have to report actual sales in a legal document but we won't be able to have access to those information until months after the sales is complete.

think about it, who runs the SEC?

Kubota probably sold those stock to a brokerage firm for a whole sale deal, who in turn hope to make a quick 4-5 points of profit with the stocks. that's why MMs are working this baby.
