1. I have read through the text. If I remember correctly, "appropriate measures" were to place Israeli officers in command of the Phalangist troops and have those officers accompany those troops into the camps.

I cut and pasted text from my original post:

The Israeli committee of inquiry said that the Israeli command should have known that the Phalangists would murder civilians and the Israeli military on the scene should have discovered the crime and put a stop to it.

2. I meant credibility, not jurisdiction. I don't think an "abusive history" is a valid basis for placing oneself in the position of judging others.
