I opposed Kosovo, but was in favor of Desert Storm.

I present a viable solution- wait for a consensus from the rest of the world. If Saddam does something, you will have a consensus. If he does nothing threatening, then you didn't need a war, now did you? Considering you are talking about a war, it is worth waiting for the man to do more than simply sit on his hands.
