The UN approved the bombing of Bosnia but any attempts to get UN approval for the bombing Serbia were stopped by the Russia veto. Just like explicit support for attacking Iraq is stopped by France and Russia. However, the NATO alliance approved the bombing of Serbia because Milosevic was seen as a threat to all of Europe.
