Thousands of artillary within range of our allies' capital, a city of 15M, have the same destructive power, and therefore the same deterrent effect, as nuclear weapons. So, it really is academic, what N. Korea does with those spent-fuel rods. He already has a "weapon of mass destruction".

Therefore, we cannot:
1. regime change (at least, not by force)
2. pre-empt

We can:
1. contain
2. deter
3. negotiate
4. encourage non-violent techniques for regime change

Negotiation means we give them the important things they want, and we get in return the important things we want. Negotiation is not a synonym for surrender or appeasing or doing nothing.
