Didn't res. 1441 say a material breach would be followed up by significant action. I don't know what the wording was, but didn't it suggest that the consequences would be grave for Iraq. Hey, also, didn't Iraq agree, as part of the negotiations to end the Gulf War 12 years ago, that it would destroy all its WMDs? How many years of noncompliance does it take before people realize Saddam has no intention of complying to anything that does not serve its own interests.
