Something like that. Does not say anything about invasion, though.

Maybe we should let the parties who decided on that resolution (i.e. UN Security Council) also decide what to do in case of its breach?

How many years of noncompliance does it take before people realize Saddam has no intention of complying to anything that does not serve its own interests.

You can say the same about Israel, Turkey, and all those other countries that didn't give a hoot about various binding UN Security Council resolutions. I don't see anyone preparing to invade them, though.
