Both Bush and Ari Fleischer proclaimed that a report by Blue-Chip economist concluded that the economy would grow by 3.3 percent in 2003 if the President’s tax proposals were adopted.
No such report exists.

During the tight 2002 South Dakota Senate race, Bush appeared at a South Dokotan ethanol plant and pledge that he supported ethanol “because not only do I know it’s important for the ag sector of our economy, it’s an important part of making sure we become less reliant on foreign sources of energy.”
Bush’s FY2004 budget eliminates funding for the bioenergy program at the South Dakota plant.

Bush promised first-time responders $3.5 billion in “new money” “to make sure they’ve got what’s needed to be able to respond.”
Bush rejected $150 million for grants to state and local first responders in August 2002 and no funding has been provided to date, leading the President of the Virginia firefighters to conclude that the “president has merely been using firefighters and their families for one big photo opportunity.”
