In many respects, that passage struck me as being false too. While I'm sure that "one form or another" well defines what existed during the time spans you've noted, and that I might note bad consequences more to my point, I'll just ask you, is this false:

"It(Democracy) can only exist until the voters discover that they can vote themselves money from the public treasure. From that moment on the majority always votes for the candidates promising the most money from the public treasury..."

Frankly, a Democracy might exist for a long time, but that doesn't make it best for the people. In the above quoted replace Democracy with Democratic Republic. Then is it true?
