France is "high strung":

French society, for at least the last 200 years, is best describe as brittle. When it works, it works brilliantly. But there is little resiliency. Hit them hard, and they shatter into social fragments prone to mutual cannibalization. Underneath the gorgeous veneer of French Civilization, the Red Terror is always waiting, chained up for now, knowing it will have another day to play in the streets of Paris. This ChaosBeast sits on the French soul, just like the HitlerBeast sits on Germany's soul. They know it's there; they don't even believe their own protestations of innocence. Their Beasts have been chained, but not exorcised.
