Department lists Iraq as a state sponsor of terrorism.

That's interesting. I watched an interview with James Woolsey a few days ago and that subject came up when Woolsey mentioned that Iraq was supporting terrorism. The interviewer said he pulled a number of prior years of the State Department List and it was only very recently that the State Dept added Iraq to the list. Woolsey said [paraphrase]...Maybe, Iraq wasn't supporting terrorists that were against US Interests....the interviewer replied...Come on, Mexico was on the list...Woolsey said..."you'll have to ask the State Department".

In other words, we put countries on and off the list when we want to...not what they are doing...You may recall that Iraq was on the list and Reagan took Iraq off.
