My feeling is that this is a stagnant market for awhile neither bull nor bear.

But it is important to note that there are some sectors (internet stocks) making new highs, ebay for example. It is not the same market we had in 2002, which was indeed a nasty bear. I'm just pointing that out, there are so many bears on SI they continually refer to this as a bear market, I'm not really sure thats what we have. JMO.
