You can drop bombs first to impose international will or you can try dialogue, sorry if I didn't make a distinction. Dialogue with Israel and Turkey will go a lot farther than dialogue with Saddam H.,imo. If the world plans on going to war with Israel or Turkey for their noncompliance of a UN resolution, then I'm sure elected officials in those countries will be hearing from their constituents. Whereas Saddam just murders those that don't agree with him, hence what his people may want is outweighed by his own personal ambitions. Lie, cheat, murder, decieve... It's all the game Saddam knows how to play. Sure give him more time, maybe another 12 years and his son Uday can take over. There's a pleasant thought.
