The first thing to do is to get the United States off his back. Already, the Saudis are talking about rescinding basing rights, for example, under pressure from radicals. Then, blackmail the comparatively impotent Arabian regimes with the threat of nuclear annihilation, to gain effective control over their wells. Then wage a major campaign of extermination against Israel (take out most of Tel Aviv with a chemical agent, you have practically destroyed the country). Then gain hegemony over the other Arab powers, with more manpower, weaponry, and financing. By this time, Iraq is rather formidable. I am not saying it is likely, I am saying it is a plausible enough "wet dream" to motivate Saddam.......
