I don't think that sentence makes sense nor does it make a point. The election wasn't about whether we thought Bush was bright enough to run the country. Actually it comes across as him being sort of bitter about the election still. As if he hasn't gotten over it. It could have been omitted from the piece. Possibly would have made his article stronger... Or at least caught some more eyes. The first paragraph is an important one. A smart guy like him should know that.
