perhaps you need to read more world history?
you sound very naive and unaware of how these forces work behind curtains.
you don't need an official title or job to exert influence (nefarious or not) over those in power, and there are countless examples, Rasputin is a popular one that comes to mind.
presidents, secretaries, ministers come and go every 4 years, their importance is overstated.
if hereditary zars and kings can be manipulated like puppets, imagine what more can be done with 'democratic' presidents that will be gone in 4 years.
specially a gullible dimwit such as Bush The Small with an MBA in business and zero knowledge of politics.

read this interesting, even funny article:

The ‘pro-Israel’ lobby
Anti-Semitic propaganda turns up in the unlikeliest places

msnbc.com

and this one:

Whose War? --- [must-read]
A neoconservative clique seeks to ensnare our country in a series of wars that are not in America’s interest.
