1. A democratic government in Iraq or Saudi Arabia would have its first and most important loyalty to its people.

2. A democratic government in Iraq or Saudi Arabia would have a responsibility to its people to maximize the benefits of their oil reserves. The only way to do this would be to minimize production (thereby maximizing their lifetime) and maximize prizes (achieved by minimizing production).

At the end of the "oil interval," the nations that hold the oil win, as there will be no alternatives.
