1. A democratic government in Iraq or Saudi Arabia would have its first and most important loyalty to its people.

2. A democratic government in Iraq or Saudi Arabia would have a responsibility to its people to maximize the benefits of their oil reserves. The only way to do this would be to minimize production (thereby maximizing their lifetime) and maximize prizes (achieved by minimizing production).


That's the "old" view of democracy. The "new" view of democracy is that a government may completely go against the wishes of it's people.

Witness Turkey. Here the Turkish parliament votes along the lines of 94% of it's population. The US finds this incomprehensible. We offered them $6B and they still vote with their people. How could a democracy do such a thing?
