The real advantage the US had for technology above all other countries was our equity market. Once the curtain fell on that, it was over.

Also we have had one underlying problem for at least 20 years in the US which is the core issue at the bottom of all the accounting scandals- it is NOT options that are the problem but executive compensation. Executive pay needs to be reigned in and nobody can come up with a workable solution to that so instead we get these lame proposals from FASB to kill options completely which almost all tech managers know is the end to creativity in big companies. The next thing you know oracle offshores everything but Larry keeps his bonus package where it was. The issue is much more complcated than anybody is willing to tackle, typical government solution to a complex problem.
