If provoked, Saddam might try a terrorist attack. But if not provoked, very little chance. Any since we're going it almost alone, we're the target, not Europe or the UN. However, the worst damage Saddam could do would be far less than 9-11 IMHO. He'd be lucky to get away with one dirty bomb in the subway or something. Would be hard to get away with, but not impossble.
