I have no doubt that there are allies that will not go into Iraq with us without another UN resolution explicitly authorizing force. Turkey is probably the biggest one, but other important allies have made noises along that line as well.

Incidentally, there is a betting line on whether or not there will be such a resolution by March 31st or June 30th. Right now, the odds are trading heavily against, with around 3% by March 31st and 10% by June 30th:

They also have bets running for the level of the US homeland security level (i.e. red, orange, yellow, blue or green).
