Gawd, I must be cynical.
Yeah, I call it naive. Individual people often do the right thing. You can almost count on it.
Organizations? Maybe.
Governments? Come now. Not unless they have to. Or see good reason to.

If the US gov't pulls the crap it did on Afghansidan after the Soviets left- -just lose interest and walk away- -we and it deserve the consequences. Even assuming things go well once the shooting starts, there's going to be a royal mess from the POV of the Iraqi people. The US gov't will have acquired a responsibility to help them through that, get things repaired and going again, get business going, get a democratic gov't, and see that the country has trade to keep it going. It's going to cost and it's going to take a while. Years. OTOH, the same process took years with Germany and Japan. The result still looks pretty good.
