the disposition of oil revenues is obviously a critical issue. As for your particular plan, it is a bit naive simply because a) almost nobody in real power here or (eventually) there will really care enough about the ordinary Iraq people to give them direct rebates, b) sustaining the new Iraqi govt. and rebuilding the country will take up all the oil revenues and much additional aid besides, and c) only really rich or really irresponsible govts. (or really rich and irresponsible ones, like a certain one I know) give revenue rebates when they can't afford them...
