Bush promised to back Kyoto in principal though he and Clinton both knew there was negotiating to be done. Bush just dumped it 100% though when he came into power. A real 180. Admit it, it was a broken campaign promise. Common knowledge. Bush breaks a lot of promises. especially on the environment. In fact, every environmental promise he's made has been broken that I know of.
