Submitting the same resolution is the better option. That forces the vote that Bush said he would insist on. With a veto, that destroys the incredibly weak argument that Blair was using that 1441 was his legal basis. Of course, I would expect the US to ignore that, but Blair would have a more than difficult time getting Parliament to support him and the Labour party could call an emergency vote and toss Blair out on his ear.
