Gore is a moderate Democrat. I am glad he didn't win, but it would not be as if Jesse Jackson became President. Anyway, I answered your question perfectly straightforwardly: if people typically do not want to be on the dole, then they will not go far in "raiding the treasury". Of course, there is a tendency to seek advantages through government, and it can get out of hand, but I am arguing that that tendency is not as strong as some allege, and that the Founders were right that competition among factions tended to cancel out factional power.
