I guess it might hinge on how ready military command at various levels is to abandon their government, and then also on how easy this will be for them to do.

Clearly Saddam Hussein is fearful of this, since I understand that he put family members in key military positions, and stuck secret service people in regular units.

That no chemicals were in the 1991 Scuds is a very interesting point. I wish I knew how exactly that came to be. Could it possibly be that they did not have anything to fill them with -doesn't seem likely. And if they COULD have used chemicals, who decided not to?
