He did not take the blood test because he was not going to fly any more, and he was ceasing flying because the plane he had trained on was being phased out
It is not as if they asked an arm, he would just pee into a bottle, for crying out loud. Why would you not do it, if it meant keeping your title as a pilot???

Besides, even if he were afraid of a drug screen, you have no idea if it were marijuana, cocaine, or something else
You are right, I don't know what his drug of choice is. If you read the header of this thread, however, you will see this:

Incidentally, Bush was at the legal limit of blood alcohol, and could have challenged the ticket, but decided not to bother.......
