President Bush thus turned America's first new national security strategy in 50 years — the doctrine of pre-emptive military action against foes — into the rationale for America's latest war.


Who is this guy, that he hasn't heard of the Cuban Missile Crisis. That was 40 yrs ago, when JFK threaten to invade Cuba, and take out Moscow's missiles. And JFK blockaded Cuba, itself an act of war, to pre-empt the installation of said missiles into Cuba. Just how stupid does he think we are, that he can say thrash like that, and anybody but you would believe it. In addition, every war fought during the cold war, was a battle of preemption. We pre empted communism from gaining the strength to challenge us.
