Rumsfeld went out of his way to thwart Powell. Powell calls it "lively discussions". Whatever your take of the grander politics & whether Powell had any chance of success, I do not think it is debatable that Rumsfeld was working against Powell. They have different views of the world & Rumsfeld let his be known, even though it is the Secretary of State, not defense, who should have been calling the shots.
