Since you're familiar with that, perhaps you might explain the rationale the Republicans had with the Iraq Liberation Act of 1998, Public Law 105-338 ....why did the Congress prohibit the use of US Military Forces for the liberation of Iraq?

P.S. This was the Public Law that Bush referred to when he told the nation that he wanted a strong resolution like the one Congress gave Clinton in 1998.
