Well of course you can speak English in Quebec just as you can in Paris. However you will get farther if you speak French because you can communicate with more people, read more signs etc. I'm with Marcos, you should need two languages to graduate from school. However I will posit that if you already know English and French, then learning Spanish , Portuguese, Italian, Romanian is really relatively simple.
