The fact of whether a policy is preemptive or not isn't determined by how many missiles are pointed at us, or how close they are. Terrorists take longer to get here, but they can get here, and do damage.

Call it self-interest maybe, but it was in their backyard. Plus, there were friggin' concentration camps there! Don't you think that's a call to arms to any European country?

All good reasons for the preemptive policy. That is the point though, that it was a preemptive policy. The auther is trying to state preemption is a new policy by GW, when in fact, pre-emption has been in effect for yrs, by both the americans and the Europeans. You can state there were more or less reasons for pre-emption in Kosovo, but you can't argue it wasn't pre-emptive.
