March 19, 2003 -- ALBANY - A Bronx state assemblyman wants beer drinkers to pony up an additional penny per 12-ounce brew.
Assemblyman Jeffrey Dinowitz, a Democrat, says increasing the beer tax would yield the state $35 million a year as the state faces a two-year, $12 billion shortfall.

Dinowitz, chairman of the Assembly committee on substance abuse, said his bill would mandate the extra beer tax revenue be put toward prevention and treatment programs.

"Who could possibly be outraged by a penny tax on beer?" Dinowitz asked. "I would hope people would think it's a wonderful thing."


Beer industry lobbyists say while wholesalers would absorb some of the cost, the proposed increase could cause the price to go up on a case of beer by a nickel or more for consumers.

But the New York Association of Alcoholism & Substance Abuse Providers say the "penny-a-beer" fee would strengthen existing programs and address a workforce "crisis" affecting treatment and prevention programs.

The current 12.5 cents per gallon beer tax is actually slated to drop to 11 cents per gallon in the new fiscal year.

Gov. Pataki has proposed letting the cut stand in his proposed budget despite the state's fiscal woes. It would be the fifth time the tax has been cut since 1995.

Dinowitz, admittedly not a beer fan, says it is abused more than any other drug by teenagers.
