Well....... just what is Saddam's strategy? His first thought is going to be self preservation. Torching the oil wells, I think, will be when he feels trapped.

In his warped mind, he could expect Allah to protect him.

So far, Saddam has nothing to shoot at.

If our intelligence is really good, picking off Iraqi leaders, will be like picking off targets at a shooting range.
