Why don't you take that to the Security Council and have them mull over it for lets say 12 F'ng years while you are brutally tortured by a Butcher.

You make the case for action by your ranting. Who ya gonna call? Ghostbusters!
Who will enforce your accedence? The UN will not. The Security Council is a paper tiger with no power to act.
Meanwhile a dictator with WMD is left to havoc the security of many nations and a safe haven for terrorism. And you are left shouting into the wind.

Go cry to your mommy. Maybe she can help. Console. Tell you its gonna be better when this evil is gone. Then you can defend and march for the next stinking dictator of your choosing.
