according to Clinton, Saddam's last chance was in 1998:

It seems that considerable restraint has been
employed since then to avoid military action.

But the nose thumbing continued.

I find it so ironic that Clinton was recently
advocating restraint and accusing Bush of a
"rush" to war.

The China comments, Clinton comments, and
general political opposition to the military
action just goes to show you that where people
stand at any given point depends on where they
sit and what is expedient.

Between Clinton's speech in 1998 and the present
we suffered 9/11.

Hard to figure that there was more justification for
military action in 1998 than at present.
