another Yugoslavia for sure without a security foundation to set up a court, a police force, and a federal legislative system founded on a constitution.

As the people pointed in on "Charlie Rose" last night---damn! that was a good show---Kosovo wasn't even a Nation. And then we turned it over to the UN, which wasn't a Government. And the only security that works there today is us. Everybody just points at us when they want something done.

If we get Iraq intact, without a "House to House" in Baghdad, we can work with the present Court and Police structure. Obviously there will have to be a Iraqi Tribunal to "Vet" the good guys, and jail the bad guys. The critical thing is to get this going from day one, to stop the vendettas, and move while the Iraqis are still in shock and cooperating.

After all, they are a Nation of smart people, the middle class can run things if we let them, and while they will jockey for power, it is a much more controllable situation than Afghanistan.

Those here who oppose us going in will wring their hands and tell us it is going to be a disaster, but I think we have an excellent chance of bringing this off.
