Reading the speeches and position papers, I am led to the conclusion that "permanent occupation" is the goal, nothing less. And you are right, this has never been explained clearly to the American people, there is no consensus in favor of it. Back in the Spanish-American War, late 1800s, there was a spirited public debate, about whether it violated the basic principles of our nation, to become a colonial power. We need to have a similar debate in the U.S., today.
