The implication, IMO, of "coalition of the willing" is that those who are standing with the US are willing to fight against Saddam's tyranny.

I think slogans are necessary shorthand and that this one is brilliant, as it's not only not military in style, but is deliberately ambiguous. The term "willing" will be imbued with meaning only after this attack is finished and Iraq is being rebuilt. It's a calculated risk. If the action goes as is hoped: with the removal of Saddam and his regime and significant improvement of the lives of Iraqi civilians, then those who joined us will be seen as having been willing to risk global reproach for global good.

If things don't go as planned, then the term "willing" will come to mean something on the order of "willing to back US agression unthinkingly."
