Still insufficiently vicious. The other problem we have is that demonstrators have taken to "chaining" themselves to the fence. What's the problem? Cover the chain in superglue, and maybe add a few more. The starving, dying or indeed decaying bodies of a few hippies attached to the fence can only enhance the authority of any military base. For added amusement, electrify the fence. Sub-lethal voltage, naturally. Then use the dancing bodies for target practice.
