Of course it was Saddam,

i think the purpose of the video tape is to give the impression that Saddam is still in control. Only him and his inner circle would have the motive to air it. And they would only have that motive if Saddam were injured or killed in an attack.

The tape must have been prepared earlier in case there was a successful attack on Saddam.

If the tape wasn't made earlier, then some questions...

Since it would lend to credibility that Saddam was still alive after an attack, why don't they refer at least to a specific time? And even better would be to refer to the event itself! But both were IMO, carefully avoided.

it wouldn't have been made with a double if they made the tape earlier to confirm that Saddam was still alive. Why would they, since there would be a chance they could prove it wasn't really Saddam? If it was made by a double after the event, then why no reference to the event?

logic says it was a tape made of Saddam earlier, to convince his armies that he is well even though he has been injured.
