Yes, Bush is acting unilaterally in Iraq because Iraq is essentially powerless, but is not acting against NK, because NK is a nuclear power.

This is going to do wonders for nuclear non-proliferation. Along with several international treaties, the Bush admin has killed NATO and NPT as well, and seriously damaged the UN (of course, when Iraq turns into a mess, they will hand it over to the UN and UN soldiers drawn from India, Nigeria, Bangladesh etc. will have to work in dangerous conditions in Iraq).
